Dojo 1.3 RC1

Confusing test results

I just ran the Dojo test on http://sfoster.dojotoolkit.org/release/1.3.0rc1/ and am confused by seeing two summaries for the tests:

So, what got reported to the test server: that there were errors and failures or that there were none?

Bug with debugAtAllCosts?

I'm having issues logging into trac right now to file this, but there seems to be some kind of timing issue with debugAtAllCosts. I've seen it in both FF 3.0.7 and IE6 (WinXP). To duplicate it, just go to one of the test files (I used dijit/tests/test_Dialog.html) and add debugAtAllCosts: true. An error gets thrown that dojo.declare is not defined on page load.
